Requirements for the Project

I have a couple of questions for the HECO hackathon.
What are the requirements for projects? Do they have to be published on the HECO main network by the end of the hackathon? Do they have to be open source? Do they have to be exclusive to the HECO chain?
Who can participate? Are US participants banned?
Where do we find developer support?
